The agency procured the SmartCOP solution through the Houston-Galveston Area Council (HGAC) Buy Cooperative Purchasing Contract #EC07-20, which allows agencies to fulfill their competitive bidding requirements without issuing their own RFPs. This saves agencies time, money, and administrative overhead.
